Technology and multimedia can enrich the learning experience of learners . However, if the technology and multimedia require technical knowledge on use, they each either increase the time demand on the learner or increase the admission standards for the instructional program by making sure learners prior to entry have the required perquisite technical knowledge needed to be successful in the class. Audio-Video is the most appealing tool for online teaching in addition to online pre-testing such as multiple-choice questions. A student should have a few computer automated fill in the blank,  matching,  and multiple choice questions to complete each day (e.g. 5 questions per day per course) and week (e.g. 25 total questions) to check their knowledge and remove inaccuracies early on.        A major issue in the significance of available technology is that some learners may not yet have access to certain technology either due to cost or technical know-how. Some older versions of technology still work well and a learner may see no reason to upgrade to newer technology that is available. In other cases new technology may still be in a phase that bugs are being worked out and learners are waiting until afterwards before using the new technology. In those cases the cost is prohibitive or deemed to have inadequate value in return on investment the learner may forego using that technology. Whether a school allows the use of Windows operating systems or Apple is a major issue. But also, student teacher interaction and student to student interaction. Not forgetting other interactions that ae important to such as student interactions with administrators such as enrollment specialists, financial aid advisors and business office representatives. The school is a community of people seeking to accomplish a goal. The education of students as a career and profession for associates and employees. The classroom is a specifically isolated environment. Where students can learn from other students and be inspired to do more or better or see how other students use strategies or work harder or have better attitudes or inquisitiveness that builds character or helps students do better and thrive. I like to work on my car sometimes. Unfortunately, I will start one “small” project of repair or maintenance and then the next minute I am driving to Walmart to buy extra things to work on extra parts of the car. For example, I wanted to change my oil. But I found you could add engine cleaners before changing oil that would help ensure a cleaner engine after the oil change. Then I looked at fuel cleaners. I went from studying what motor oil to use to what engine cleaner to use to what fuel system cleaner to use. Time and money stop mission creep. But some “creep’ is good. The calculator has 4 steps:  1: Course Length 2: Development Time   3: Development Cost   4: Summary      The operator can enter different variables to determine cost outputs and time demands for the instructional program project. The only problem is it uses its own ratio of development time per minute of instructional time provided. These numbers are quite large and increase cost estimates. The value of the calculator is not to use the calculator for an actual project but a way to stop people from thinking for each hour of instruction provided only one hour of development time or 2 is needed. There is no perfect ratio of development time to instructional time output/delivered but the quality can be affected if less development time is used than needed .
